How do I draw for a cookbook?

I'm really interested in developing a cookbook – but I can not ways to self publish. I looked inside, and it will be about 30 dollars plus 15 dollars as the S & H in Canada. Does someone has other ideas? I'd be really grateful for everything that can be offered.
